Stuck on the way

[IMG=18691-4269] Rostourism suspended for 6 months the license for tour operating and travel agent’s activity of ‘Holiday M’ company. The relevant order dated 12th of December was published on the site of the federal agency. As BANKO found out in this establishment, during the examination in the office of the operator held on the 22nd of November, ‘Holiday M’ failed to present the ‘work books’ of members of the staff as the documents were kept at director’s place that was ill on that day. ‘In spite of the fact that workbooks should always be kept in the office, we provided the company with time for presenting the documents, yet we received nothing and the director did not even call’, said the head of the license department of Rostourism, Izo Arkhamia. According to the authority representative, ‘Holiday M’ was sent an official notification about the suspended license. Yet the representative of the company, in its turn, told BANKO that the company presented to Rostourism all requested documents and have not received a notification yet. ‘The notification about the suspended activity was not yet issued following the examination, we have not received an official document on this issue. That is why we are working as usually, and it did not affect our tourists’, noted Andrey Melshiyan, senior manager of ‘Holiday M’. Theoretically, the travel firm is not risking anything. ‘Before receiving the official notification they have a right to work. If Rostourism has no proofs that the document was brought to the notice of the company even in case of second examination it is not possible to enforce any penalties’, - says Ekaterina Bulyigina, lawyer of ‘Persona grata’. Yet as the practice shows, the state structure in Russia can always make out its case. And in this case the work without license threatens company much worse consequences, up to the liquidation.
